I personally am against this idea.
Teams typically place guys on short term IR now and they are only out 3-5 weeks. So while the player is on IR it would create cap space, and give teams the ability to sign players if they are tight on cap space, it would create an issue if the player on IR comes back as the team would have to cut a player and then run the risk of not having cap space to activate the player off IR.
What I want to avoid is players who are healthy sitting on IR, especially for teams that are at the bottom of the standings, it would make it too easy to say "I signed players and don't have the cap space to activate this guy" when its obvious the guy on IR is a better player than those signed to replace him.

In theory you are correct. The main reason I brought this up along with no penalty for 1y contract drops was the Covid rules in the nfl. It’s easy to just say “manage your salary better” 1 week last year I had 6-7 guys either on true IR or out due to Covid. It’s just not possible to mange that without some cap relief. I literally just didn’t play a full roster that week. Maybe we need to taylor something around Covid instead?
