First thing we will discuss and then vote on will be relocation. With 24 teams in the league there are 8 NFL teams not being used. We completed year 4 and have had some ownership turnover and owners likely using teams that don't want to represent or OG owners that have decided they want to change teams. If we do decide to open relocation, the question I have is do we leave it open to anyone to do, or do we add some stipulations.
1. Open this off-season 2. Open next off-season 3. No relocation

I brought this up so I am in favor of opening it, whether this off-season or next.
I do think some stipulations should be involved here, namely owners must be in the league for at least 1 year, if not more. No relocating in back to back years. No relocating if a team has finished in the bottom 3 in say 2 of 3 years.

I'm in favor of 1. Thought on stipulations:
1. In the league more than one year. 2. Occurs once every three years for a single team. 3. Permitted if your team places in the top 2/3 (16 teams) of league standings.

I agree, an owner should be in the league for at least one year.
One relocation every three years sounds good.
I think any team that meets the above criteria should be allowed to relocate, assuming they're an active participant. Some owners come into dynasty leagues and need to re-build, which in itself could take 2/3 years, making finish in the top 2/3 an unlikely scenario. In my opinion, unless there's some valid concern about their participation, a relocation should be granted. Obviously, this is something that's subjective and not black and white, so a committee would have to be utilized to vote yay or nay.

I think you could basically allow new owners a one-time chance to relocate. It's kind of like a reward for being a new owner and simplifies the relocation rule. However, I'm in favor of whatever the league settles on in terms of relocation over no relocation at all.

I think that allowing relocation would be good to avoid demolition if a new owner comes in with a team with a squad with casualties, withdrawals, busts, etc. But a draft-type order should be established, so that not only new teams can opt for relocation, so that established owners can also opt.
For example, when I took charge of the team, I did not have the first pick in the first two seasons, and the team I took charge of was not wonderful.
