Alright now that relocation will open this off-season, we will sort out the rules for who is eligible to relocate and how we will let teams relocate
I would say the one thing most/all of us agree on is an owner has to be in the league for 1 year to be eligible to relocate.
The next part would be if the whole league is eligible or if teams need to finish above a certain place.
1. Bottom 3 2. Top 2/3 (top 16 teams) 3. Anyone 4. Other
How often are owners eligible to relocate
1. Every year they qualify 2. Must stay with their new team for 1 year 3. Must stay with their new team for 3 years 4. Other
I would say the process for us to go about relocation would be to open things for 1/2 weeks and allow owners to send a private message to the Commission Account. At that time I will log into that account and look over the applications, check owners for eligibility, check for cross over in teams requested.
If there is overlap and two or more owners want to relocate to the same team we can either set up an order of elimination to determine which owner gets the team, or myself and the staff can discuss the owners and decide who gets awarded the team
Process of elimination would be something like years in the league, finishing places, total points, etc.
Definitely do not want to over complicate things, but do feel we need a few rules to help keep things in order here.

I agree that owners should be in the league for at least 1 year before being eligible to relocate.
Once a relocation is granted, that owner will not be able to relocate for 3 years
Any owner should be allowed to relocate their team, but use standings to determine a relocation if two teams request the same relocation.

For me I would say anyone is eligible to relocate so long as they have been in the league for 1 year or more.
You are locked in for 3 years if you decide to move your team.
League finishing position is the easiest, fairest way to decide who gets priority on a team if 2 owners request the same franchise. The question I would have is if teams finish with the same record and don't play head to head and are deciding finishing place by points is that still the way to decide a tie breaker for who gets a franchise?
