Rule Vote #5: Tiebreaker For Relocation

So a thing that will likely happen with relocation is 2 or more owners wanting the same team. We need to set up a system on how to decide who gets the team in that case. Being the first to message won't cut it because we are adults and have lives. It wouldn't be the fairest way to do it.

4. Head to Head (If applies that year)
